This guide explains how Meta's policies fit with Singapore's legal and regulatory safeguards for businesses using WhatsApp globally. It covers account-security controls, appeal routes and daily operating routines.

The safest answer: follow every layer of WhatsApp compliance

The safest way to reduce the risk of a WhatsApp Business account ban is to work through three connected layers. Begin with Meta's rules. Check the law where you operate, and apply your own operating controls throughout.

Meta policy

WhatsApp Business use is governed by the WhatsApp Business Messaging Policy, WhatsApp Messaging Guidelines and applicable Business Terms. The Business Messaging Policy applies to both the WhatsApp Business App and WhatsApp Business Platform.

Local law and internal controls

Meta says businesses remain responsible for applicable legal and regulatory requirements, required notices, permissions and consents, and a privacy policy where applicable. Internal controls put those duties into daily practice: permission-based outreach and relevant messages, honoured opt-outs, approved tools, accurate business identity, quality monitoring and account security.

Satisfying one layer does not automatically satisfy the others. A campaign can follow Meta's messaging rules and still breach local law. It can meet local requirements and still create a policy or quality problem on WhatsApp.

What compliance can and cannot guarantee

This framework helps prevent avoidable mistakes, but no checklist can guarantee that an account will never be limited, throttled, suspended or terminated. Meta retains discretion to enforce its rules. Treat compliance as ongoing risk management. Keep records and review processes that can be checked as your messaging changes.

If your WhatsApp Business account is banned, use the official appeal route

Business App account bans

Start with the review option shown in the WhatsApp Business App. A banned number may display a message saying it cannot use WhatsApp and may offer Request review. Submit the review in the app and explain the situation clearly. WhatsApp says most Business App reviews are completed within 24 hours, but this is not a promise of restoration. If Request review is unavailable, the ban is final and cannot be appealed through that route.

Business Platform enforcement appeals

For the WhatsApp Business Platform, use Meta's Platform Enforcement process rather than the Business App review flow. Meta does not promise a fixed review time or guaranteed restoration for Platform accounts, so avoid claims that an appeal will definitely succeed.

What to include in an appeal

Treat the following as practical guidance, not a universal Meta-prescribed template. Explain your business use case, identify where customer consent came from, describe the message categories you sent, and confirm that opt-out requests were honoured. Add corrective actions taken and relevant business-profile or licence details. Keep the explanation factual and connect each action to the possible policy concern.

Contacting WhatsApp outside the review process, using another person's account, or hiring a third party will not expedite review. Third parties cannot ban or unban an account; only WhatsApp can do so. After termination, the WhatsApp Business Terms prohibit creating another WhatsApp business account without WhatsApp's express written permission.

Make every WhatsApp message permission-based and expected

Capture consent that matches the message

Before contacting someone, Meta's WhatsApp Business Messaging Policy requires the person to have provided their mobile number and opted in to receive subsequent WhatsApp messages or calls. Consent should cover the categories you plan to send. Obtain separate permission for calls. Where practical, use separate opt-ins for order updates, offers and recommendations.

Record the opt-in source, date, wording, category and scope. This is a recommended audit control; Meta does not prescribe this exact data format in the cited policy.

Honour opt-outs across channels

Honour requests to block, discontinue or opt out of WhatsApp communications, including requests made outside WhatsApp. Keep a suppression list across all sending routes, and make unsubscribe instructions clear and easy to use.

Singapore's privacy and marketing layer

PDPC guidance generally requires notice of personal-data collection, use and disclosure purposes, consent where required, consent withdrawal and reasonable security arrangements. Its DNC guidance covers restrictions on marketing calls, texts and faxes to Singapore telephone numbers, same-medium opt-out methods, and stopping marketing messages within 21 days of an opt-out request. It does not expressly state that every WhatsApp message is treated identically to SMS under the DNC regime.

Assess each campaign with qualified Singapore counsel. Apply Meta's opt-in and opt-out rules in every case. IMDA describes bulk unsolicited commercial electronic messages sent without a request or prior informed consent as spam and advises unsubscribe practices under the Spam Control Act regime.

Use official messaging paths, approved templates and human escalation

On the WhatsApp Business Platform, businesses may initiate conversations only with an approved Message Template. Meta may review, approve, pause or reject templates. Each template must be used only for its designated purpose. Approval does not allow a business to repurpose a template or bypass other WhatsApp requirements.

When Message Templates are required

Use an approved template whenever the business starts a conversation. Templates are also required outside the customer service window. Keep every message aligned with the purpose for which Meta approved it.

The 24-hour customer service window

A business may reply without a template during the 24-hour customer service window after the user's last message. Automation is allowed during that window if it provides a prompt, clear and direct route to human support — an in-chat transfer, phone, email, web support, an in-store visit or a support form.

Safe automation and approved integrations

For API-based operations, use the WhatsApp Business Platform or Meta-supported Cloud API. Avoid unofficial clients, scraping tools, bulk-messaging tools, auto-messaging, auto-dialling and automation designed to harm users or evade platform controls.

Protect message quality, business identity and regulated offers

Quality and identity signals

Repeated unwanted contact and unsolicited or misleading communications create policy and enforcement risk. Unauthorised bulk outreach does too. Users can block or report a business. Meta says sustained low quality may reduce the volume of messages or calls available to the business, and significant negative feedback can lead to restricted access. There is no universal message-count threshold: enforcement is discretionary and quality-based. Keep customer-support information accurate and current, avoid impersonation, fraud, deception and illegal activity. See the WhatsApp Messaging Guidelines and Business Messaging Policy.

Commerce and regulated categories

WhatsApp lists restricted or prohibited categories, including firearms, alcohol and tobacco, drugs, medical and healthcare products, endangered species, hazardous goods, currency, fraudulent goods or services, real-money gambling, adult products, dating services, multi-level marketing, payday loans, peer-to-peer lending, debt collection and bail bonds. Local licences or approvals do not override these rules. Limited exceptions apply only in specified countries with extra requirements.

Extra care for clinics and Catalogs

A clinic conversation is not automatically banned. Medical and healthcare products are restricted. Health-related information and telemedicine may require systems meeting heightened regulatory requirements. Obtain legal and privacy advice before sending or collecting health information. Catalogs and payments add obligations covering sales terms, privacy terms, taxes, duties and transaction fulfilment.

Secure the number and linked devices

Under WhatsApp's Business Terms, limit account access to authorised personnel. Protect credentials and devices, and prevent unauthorised access. Notify WhatsApp if you suspect a security breach. The Singapore Police Force's 8 May 2026 advisory recommends removing unknown linked devices, enabling two-step verification, and never sharing a WhatsApp verification OTP.

On 25 August 2026, Meta announced stronger account security: WhatsApp will move from a six-digit two-step-verification PIN to a longer alphanumeric password with special characters, add context for calls from unknown callers, and support more than one passkey on Android and iOS. A takeover could send unauthorised messages from your business number and generate reports.

What Singapore's Messaging Code changes

Singapore's Office for Combatting Hate and Online Harms issued Codes of Practice on 17 August 2026, announced by the Singapore Police Force on 18 August. WhatsApp is one of seven designated online messaging and conferencing services.

The Messaging Code is aimed primarily at those service providers, not every business using WhatsApp. It does not replace Meta's opt-in requirement or give businesses blanket permission to message unknown contacts. Platform measures include consent before an unknown contact adds someone to a group or channel, risk indicators for suspicious accounts, and protection against Singapore Government impersonation. Implementation is due by 31 January 2027, except government-spoofing measures due by 30 September 2026.

The Singapore Police Force reported that WhatsApp and Telegram together represented about 23% of Singapore's scam cases in 2025; about 18% of government-official impersonation scam cases occurred on WhatsApp. These figures provide local scam context, not evidence that legitimate businesses are likely to be banned.

Upcoming WhatsApp Business terms

Updated WhatsApp Business Terms are scheduled to take effect on 23 September 2026. Business App services and Meta's data processing are unchanged. Businesses using both the App and Platform will be subject to terms for both products.

While messaging

When something changes
